Report a translation problem
Well my frames dropped like hell when i had Forge up on firefox(the server for Foundry a thing to host dungeons and dragons campaigns on digitally). After i exited that, i was back to my 120 fps goodness.
So you might have something you wouldn't expect to drop your frames doing it anyway.
I make a habit of closing any programs I'm done with; I almost never have a browser or other programs running in the background when playing games, except maybe discord sometimes. I'm generally pretty strict and clean with my machine.
I have no idea then, i typically have discord and like 10-15 tabs open on firefox and run 120 fps. I am weird in that i want specific music ready to listen to at any time.
Personally i am not sure, i mean i don't think there has been an update yet to change how it should affect your system. And i am sure given what you have said, you checked if steam was updating something.
All i can think is to maybe verify your files on steam and reboot steam itself after. *shrugs*
I'm still stumped, but at least I'm enjoying the game again.
EDIT: I came back again a day later, and low framerates are back. However, I turned off steam overlay for this game, and now I have smooth 60 at all times. For people with similar issues looking for answers, try that. Been playing for hours with regular framerate and no dips other than loading new assets for the first time.
My system is pretty old but matches the recommended specs perfectly.

RTX 2060 6GB
32GB RAM

Chrome is closed, Discord closed to. The only thing running is the game itself and Steam.
I even scanned for any Windows processes ruining the performance, but there aren't any noteworthy.
Have to set DLSS to Balanced and presets to low. That is the only way I am able to maintain 60fps. I wanted to report this to the developers, but can't find any viable way to do that.
So I am open for any suggestions on troubleshooting and will gladly report anything results here!
Let's be honest, that system is old-as-****. Expecting anything to run even remotely well is these day let alone UE4 game. I have much beefier righ: 12900KF, RTX 3080ti, 32GB DDR5 RAM, NVMe SSD and I would not run modern games at 4k and high settings.
Lies of P is a remarkable game from technical performance. There are no stutters during gameplay so common on other UE4 games. There are few bugs/glitches when low-res textures appear after load and you can spot occasional texture flickering but that is about it.
That's what I mentioned, yes. My system is very old. But if the devs declare hardware back from 2015 as recommended. I as a customer who paid the full price for the game can expect good results using the recommended hardware.
Saying that the game runs great on much more recent hardware is not the point, sorry.
