Higher fps usually has lower input lag so your commands register faster.
Usually higher HZ monitor also has less input lag.
It"feels"smoother because it is.
Now maybe in certain cases those 10-20 or more Milli second input lag difference can cause a block to be a parry or not but likely depends on the individual.
I wonder what is the timer for the pefect guard in Lies of P.
Sekiro has 0.2 second"deflect"timer (NOT 0.5 seconds) timer but it is instant you can cancel most moves and enemies are well telegraphed.
And for 0.6 seconds so 0.21- to 0.6 second count as a block.
Dark souls has startup frames and some active frames for parry.
Still the biggest reaction factor is your own reaction and learning the bosses moveset.
