you can rebind the button for special attack, i don't remember default setting.
for example, i put it to LB for easy use as my personal style.
hold that special attack button for performing a direct or combo charge attack.
simply remember this,
when you see a white border you have to do 2 things:
1. use a charge attack, fable arts or jump/falling attack to deal enough stagger damage
2. make sure that the last hit of charge attack, fable arts or jump/falling attack hits enemy
※In case you wanna know more, read following details about the theory of stagger:
If there is no white border, you can still stagger enemy, it depends on how much stagger damage you can deal by one hit.
white bar only appears when the rest of required stagger damage is lower than full damage of direct charge attack by the weapon on your hand.
"hold special attack button" or "attack twice then hold special attack button" will perform a charge attack which is called "Direct Charge Attack".
"attack once then hold special attack button" will release a different charge attack called "Combo Charge Attack".
the "Combo Charge Attack" with lower stagger damage is faster than "Direct Charge Attack", and the white bar only shows when the rest of required stagger damage is lower than your full hits of "Direct Charge Attack", So, most of the time combo charge attack and part hits of direct charge attack will not give enough stagger damage to cause stagger, when it started to show the white bar.
the second, only the FINAL HIT of your direct charge attack or combo charge attack can trigger stagger, if you wanna trigger stagger by using charge attack.
that means even if you have already given enough stagger damage you can still not trigger stagger without the last hit.
besides not only the final hit of charge attacks, but also (the final hit of) fable arts and jump/falling attack can trigger stagger.
※normal attacks, perfect guard and parry can also give a bit stagger damage and white bar just let you know that the request of stagger damage at this moment is lower than full hits of a direct charge attack. After you deal enough stagger damage, you need a final hit to trigger stagger.
