I have tried the boss JUST once yesterday to see what awaits me and I got destroyed by the tentacles because I got Decay and I was like "WTF he gives Decay on every hit ?" and today after one more try I have realised that it's only the tentacles which give Decay...
On my 3rd try (1 yesterday, 2 today so far) I reached his second phase and took like 30% of his HP, he might actually not be as hard as people describe this boss...
I use the Romeo's Scythe, I usually apply fire on it before the fight (you can get to second phase within even like 40-50 seconds if you are lucky about his attacks)
EDIT: For my Legion Arm, I used Puppet String on max level, you can sometimes really give him a good bonk on the head with it...
The funny thing is also that I didn't use any throwables, if you use those, you can really take a HUGE chunk of his health away...
What worked for me was being super aggressive for both phases. They both give you a lot of opportunities to combo and land multiple charged attacks. Kind of treated it like an armored core 6 dps race bossfight, where the goal is to inflict as much damage as possible, combo and stagger and crit, before it has a chance to hit you with its big damage and drain all your heals.
It definitely takes some practice and you'll need to learn at least some of the moveset and be able to parry some attacks. A lot of the 2nd phase I was able to just dodge and counter, I didn't parry many attacks for that part. It probably took me 2-3 hours to beat it without summons or cheese.
The lucky thing is that he uses a lot of attacks from Watchman in 2nd phase so you can easily counter them...
Fire is a huge thing in this fight though, I got into 2nd phase once within like 30 seconds because of that lol
Yeah you can actually catch the whole monster on fire in the first phase, pretty satisfying watching that f'r burn tbh. Fire buffs, fire throwables, and the carcass amulet should make short work of the first phase. Just not sure if the fact that its basically wearing puppet armor in the 2nd phase stops the amulet from working or not. I also used the technique amulet for more damage, and stamina recovery so I could be more aggressive.

When you get the boss down to half Health (use the fire arm and spectre for that ) throw all your throwables at the boss.
You really don't need that much HP imo.
