What does the rev-up feature of the Circular Electric Chainsaw Blade do?

I recently acquired this weapon, and I plopped the head on my Electric Coil Stick handle. B Motivity B Advance scaling, it's lovely, if a little stamina hungry.

However, I noticed that it has an extra effect that isn't mentioned or detailed anywhere: After every hit it 'revs-up'. The blade starts whirring and letting out electricity up to four stacks. I have no idea what it does. I'm guessing, but I'm wondering if any of you have any details?

This blade is really cool though. Cutting up mutants and puppets alike with a sawblade? I'm down.

It's tied to your Fable Art. Your FA deals damage up to 4 times depending on how much it's charged.

It increases the elemental damage of the weapon for every stack. It's not huge, but it's worth another 20-30 damage per hit at max stacks. The Fable Attack also hits more times based on how many stacks you have. With none, it's a single hit, but max stacks makes it a multi-hit combo.

Ooooooh. I was thinking it was tied to my Fable bar. I see, so I want to hit that Y button at four stacks.

It also does tell you about the mechanic, but it's hidden in the weapon description so I can understand how you'd miss it. It took me a bit to find where it mentioned it and you also have to deal with the cryptic translation.
