What does "Lowers Guard Regain reduction" mean?

i'm confused by what this upgrade does. what is guard regain reduction? what does guard regain reduce? what?

Basically - it means the white sliver of health you have when being hit will drain slower if you fail to re-gain your health.

Weird they call it "guard regain", but it kinda makes sense when you don't think about it (health you can regain on guarding).
