Doesn't seem to react to being human or having the golden lie, so i reckon its gonna be DLC related.

If you first encounter that Area, there is a Bird which flies away. What if thats because you are a Puppet. For example. If you are in the Hotel and your still a Puppet you cant pet a Cat, its scared of you BUT the more human you got you can Interact with the Cat, and it trusts you. SOOOOOO my Idea. Go to that Area if you are Fully Human or maybe if You are Carlo. And try to interact with the Stargazer.
The devs have already said they have a "timeline" for the game which probably heavily implies DLC later.
In Dark Souls 3, there also were bonfires which looked identical to the bonfires you rest at and those were actually a gate to DLC, so in my opinion it's definitely a DLC because I haven't seen anyone figure this out and the game is out for quite a while already...
I am not sure why they put it at that particular place, but it might have an explanation after the potential DLC is released...
that story has enough potential for its own game, would be a waste for a 3 hour dlc

It is a DLC trigger, it was found out a long time ago. As of now it does nothing.
