Healing bug?

Just started Rosa Isabelle street and after getting to mini boss, my healing pots won't recharge anymore. Tried different fast travel points and it never refills. Is it a "mechanic" until i beat the mini boss or just a plain bug?

Don't think thats a mechanic. Sounds like a plain bug. Are you still able to hit enemies to get build up a charge? Also just to cover bases, you are definitely using the right item (pulse cell) right?

Try restarting your game, that definitely sounds like a bug.

By the way, if you're afflicted with the Break status effect, pulse cells will heal a LOT less.
