Eugenie Quest is bugged? (Spoiler)

I do all things for finish the quest, i do the cryptic and see the message real Alidoro say "Eugenie is sister" but when i read the cryptic and go to Eugenie for tell the truth don't give that option say always "If i can upgrade weapon" why?

you can NOT talk to her BEFORE deciphering the cryptic.
so after you kill Alidoro, you must give the crypitc to venigni first, and then you talk to Eugene
