fatal attacks not triggering?

am i doing something wrong? i get the enemy to stagger/stun then the little red circle for the fatal attack doesn't ever show up and the whole thing goes to waste. this is the fourth time this has happened to me, lmk if i'm missing something pls i've had no problems up until the officer on the way to city hall

Little red circles are for bosses.

All other minor enemies (even the bigger ones) just get the three red scratch marks. You're opening him up to a fatal, but waiting for the wrong indicator.

When they're groggied and you stagger with a charged R2, just attack with an R! from the front and you should get the riposte (fatal).
