In a way, yes. Demon Souls you needed to be in Human form (either killing a boss and staying alive until you can summon, or using a consumable to instantly regain humanity) to be able to summon, Bloodborne you needed to consume Insight to be able to use the summoning bell, Dark Souls you needed to Reverse Hollowing at bonfires using Humanity consumables to then be Human and be able to summon.
I get that some of these have alternatives to having to directly consume an item, but there have always been consumables you can use to add summon chances. It's strange that there doesn't seem to be a non-item variation in this game, at least not from what we saw in the demo, but it's not a feature i particularly noticed as a problem. When i got to the demo last boss i had about 15 fragments without really thinking about it or trying to farm them
