Need help with explaining a thing about IV

So I kind of know what IV is, it's the hidden stats you can see on pals with the ability glasses.
Breeding seem to have a chance to increase this IV, and if you put two high IVs pals to breed, the higher chance it seems for the IVs to be at least as high as the parents. Even more rare to make it higher, but possible.

However, image you have a pal that has at least over 90 on each IV. Which I currently do on both parents. I was thinking, is it possible to increase this IV with an in-game item? Like a potion/fruit? I think I read somewhere that may suggest that Life fruit, Power fruit & stout fruit. May just do this. Increase a IV by 10, in the category it was used for. Is this true?
In that case I could put my pals to 100 on each IV by using these fruits?

As far as I know:
-Both parents have a chance to pass their IV to the child Pal, though there's a chance it's completely random and unrelated to them. I don't think the parent IVs effect an IV that isn't directly passed down from them.
-Life, Power, and Stout fruits do indeed increase these IV stats. It's a permanent increase, and you can raise each IV to 100 by using the associated fruit as many times as needed. (Which raises it by 10 per fruit,) There's no specific level the Pal needs to be at to give them these Fruits.

Hopefully this helps! It's possible an update changed something but I don't think it did.

To add to what people have said you can also try to find and capture doctor brawn. You get a chance everyday to gain +15 on each stats but you also have a chance of losing 30 on each stats so it's a gamble.

The most reliable way is the fruits, on top of buying them off the medal merchant you can get them for free with treasure maps or by fighting raid boss pals (farming the regular Moon Lord is probably one of the most efficient way to get them.)

Doctor Brawn is my favorite way to increase IVs. Using the Global Palbox makes it a pretty gentle process if you are patient.
