Unless, of course, that's just another example of the game's tongue-in-cheek humor, which is certainly a possibility.
Stay in the air so you don't annoy the PDIF.
Pretty sure Grizzbolts just have a lower chance to spawn. I’ve only run into a few myself.
In my experience, the first sanctuary is dominated by Eikthyrdeer Terra, Penkings, and Azurobes. These ones are the common spawns.
Uncommon spawns would be Elphidran, Petallia, and Vaelet.
Finally, Grizzbolt as the rare spawn.
Can anyone confirm this?. I see Elphidran, Grizzbolt, and Vaelet spawning about at the same frequency, with Petallia spawns just about matching the common spawns. I think people just kind of notice Elphidran and Vaelet more than Grizzbolt because they are rarely trying to catch them given that they have guaranteed alpha spawns. That and there's only like... what, 8-12 electric pals in the entire game, making Grizzbolt even more sought after. Especially since he has the fourth lowest level range of wild electric pals.
In sanctuary number 3 I think it's Faleris, Lyleen and Shadowbeak who are kind of rare. Dunno about sanctuary 2 since it's my least visited santuary.
What seems to cause it to time out is if you kill every PIDF around you (have to use pals to do it otherwise they spawn back stronger), or if you somehow evade them in a way that doesn't cause them to just spawn again on top of you.
But yeah, the entire way the PIDF is handled probably needs some reworking. Even when you evade them it feels like you kind of worked around a buggy mechanic to do it rather than due to some intended way to drop your wanted level.
No but really, they serve their purpose as a new location for Pals which are nowhere else to be found, which I like. I just wish there were a little more into the islands.
I would have liked them to work like a large enemy camp. Kill the PIDF boss, get free access to the sanctuary. Without killing the boss, the sanctuary behaves as normal.
NPC awareness in general needs work. Either NPCs have no idea where you are or they know exactly where you are. If you could kill the Sanctuary guards without instantly becoming wanted the current version of the area would be less annoying to deal with.
That's really what I want though. I want a way to turn off the sanctuary guards for some amount of time. When you can literally just fly away whenever you want the guards are just annoying. Please give me a way to get rid of them or turn them off.
It just encourages me to get to Assault 50x and defeat the PDIF government/army.
I guess the PDIF there just does something with the lore.
Oh and also, another thing i want to point out is that,
They SLEEP on their job and just let anyone just come. How aren't they fired?
