Passive for combat Pal
Which passive you breed into your combat Pal?

Do you go for full atk : Demon Lord, Legend, Musclebrain, Ferocious

or do you go balance: Legend, Demon Lord, Diamond skin + atk/defensive passive/vampiric?

Demon god, legend, serenity, muscle head.

Some exceptions like an elemental passive, Demon god, legend, serenity. Like if you got a good STAB with a rainbow elemental passive, you can sacrifice muscle head for it. But you still want at least one attack passive. And if you dont have legend, then diamond body is worth it. Vampiric isnt that good really. I made the mistake of putting vampiric on all my knocklems, but now I wish they had something else instead.

Mainly, a little balanced, but with serenity. Its really good. Attack passive stacking has diminishing returns with the generic attack whistle+2, but then stacks well with elemental whistles.
Also as far as the elemental damage boosts, theyre only worth it if that element actually has really good skills. So like flame emperor or eternal flame (not both) on a blazamut is good, because flame funnel is one of the best skills in the game. But celestial or earth emperor arent that good, because its not worth it for the neutral or earth skills.. well actually celestial might be good cuz holy burst and what is it... air blade? Are both good. I would only take the water elemental boost on Neptilius because thallasonic wave is great, and curtain splash is good too.

Hmm I dont think it does. Just the 3 skills it has assigned to it. Thats a damn good question though. Im not sure.

I thought Serenity only apply to the Pal's own active skill like Steel Resolve of Knocklem. So with only +10% atk to Pals that don't have active skill, I don't see it becomes a good skill for offensive Pals. Musclebrain, Ferocious, or even Lucky has more atk % than Serenity......unless it also cut down cd for all active skills, then it might be useful.
Depends on how or what you're doing with it for combat.

The generic balanced attacker setup is:
Demon God/Legend/Muscle Head/Serenity
Legend can be replaced with Diamond Body if it's not an option.

One Pal setups where you boost a single Pal usually go like:
Serenity/Impatient/Vampiric/Diamond Body
Serenity/Impatient/Vampiric
Serenity/Impatient/Diamond Body
The fourth slot for the bottom two is usually a 30% Element Passive or Legend. Impatient could be swapped out but that would be for specific sets.

Vampiric is hard to value for usefulness, since different enemies have different amounts of damage resistance which affects the amount of health the user gets back (presumably). Usually the Pal needs something extra going for it to be considered.

Others have already given an idea for elemental sets, so instead I'm going to list two examples of sets I have used that are a bit odd but make sense when given context.

Grizzbolt
Passives:
Demon God/Muscle Head/Legend/Ferocious
Actives:
Curtain Splash/Lightning Streak/Free Space

The point of it was to take advantage of Grizzbolt's Minigun by giving it a high damage stat. Since we're mainly using it for the Partner Skill we can skip out on Serenity and cheap out on defenses as it won't be active for very long. The high damage long cooldown nature of the set means it can be briefly summoned to use its Active Skills and then swapped out. Being a Pal that can be ridden is good since cooldowns for Active Skills when mounted are separate to when used normally, this gives a nice amount of burst damage if you want to risk it.

Curtain Splash is to apply the Soak status, which doubles Electric damage, since Ground Pals are immune to the Electrify status this means that they will likely take a lot of Electric damage as the Soak status will not be overridden by Electrify.

Lyleen
Passives:
Legend/Diamond Body/Serenity/Impatient
Actives:
Poison Fog/Bountiful Protection/Circle Vine

Circle Vine can be swapped out with other Actives, Holy Burst is a pretty safe bet. If you know what Poison Fog and Bountiful Protection do you can probably guess what it does based on the Passives. For those that don't: Poison Fog is a 0 Power skill that applies the Poison status with a value of 9999, Bountiful Protection is a 0 Power skill that heals the user and nearby allies by 30% of their maximum health.

The whole plan is to be difficult to kill and apply Poison. A specific setup compared to what is normally used. It pairs well with Pals using aggressive sets (like the Grizzbolt set above), since it can stick around for a long time.

I used it as a key piece to beat Bjorn & Bastigor's rematch prior to Tides of Terraria. I used a legendary Flamethrower to force the boss to build a tolerance to the Burn status, then used the Ivy-Covered status from Circle Vine to double the Flamethrower's damage without worry of overriding the status with Burn. Worked quite nicely and beat the boss first try with about 2 minutes left, pretty good considering I had to open my inventory mid-fight and equip a more suitable gun for the extra Berserkers.

Also funnily enough the Veteran Hunter in the Arena uses the exact same set on their Lyleen but with Solar Blast instead of Circle Vine.
dont have anyone with legend yet, but Demon God, Lord of the Sea, Musclehead, and Lunker let my jormuntide solo that new sea legend at level 50, so i think thats going well.

Oh I thought you meant the basic attack they have lol. No, it applies to their skills, like meteorain, rock burst, air blade, flame funnel, dark wisp, holy burst, etc.... its one of the best ways to increase damage output. Kind of a must-have. Im not sure if it applies to their partner skill... I kinda dont think it does, since so many Pals dont even have a partner skill that it could apply to.
If you are just looking for the highest possible dps:
Serenity + impatient + elemental passive (preferably the 30% one) + atk passive (muscle head if you feel cheap, legend if you wanna breed that down for some utility and demon god if you have it)

If you have no issues with cooldowns being longer you can substitute impatient for another atk one. This is usually more damage if the enemy isn't just a sandbag you spam cooldowns on.

If your pal has a partner skill that increases elemental damage already (e.g. shadowbeak) then substitute the elementalpassive for an atk one.

I personally prefer serenity, impatient, elemental passive and muscle head because it only requires the elemental passive to be passed on, everything else can just be put on via surgery.
Demon god is just not worth the effort in 99% of cases and legend really is most useful if it's a rideable pal.

Serenity DO reduce the cd of the partner skill but I never thought it would reduce the cd of normal attack move too. If so then its a really good choice for combat Pal since it can spam more attacks.

Edit: Serenity DO NOT reduce cd of partner skill, wrong info on my part.

Im into breeding at the moment so I always try to get at least Legend and demon god onto my offensive combat pal. I tried to get another 2 rainbow passive like diamond body and lucky/vampirism into the same pal but just getting 3 correct rainbow passive in 1 pal is already like a lottery and I havent manage to breed any pal with 4 rainbow passive. And I always ignore or skip emperor/element focus passive because they are less versatile than normal and easier to get passive like musclebrain.
Serenity, Demon God and Legend are my usual go-to for combat pals, with the fourth slot being either Vampiric, Lunker or Musclehead depending on the pal and what i want to use it for.

Serenity would be useless if it only affected partner skills since most pals don't even have active ones. So yeah it does affect pals attack skills. It's the best DPS passive in the game.

No serenity only reduces cooldown of active skills not partner skills.
