They intended for you to expand vertically.
Build vertical, not horizontal. there is basically no limit how you can go up, this is how devs wanted us to build, not horizontal.

Can you look at my screenshot? can you see the big ASTEGON up there? they do go up without any issue, if you plan well your pathing (as i did on my base) they never get stuck.
My base is one stair wide, roof 2 tall. Works fine.
Not really, it's very very important the posistion you place the stairs. If you look how i did it, my stairs are all on the external perimeter of the structure, that's how they don't get stuck. If you place a stair inside the structure, not around it, they get stuck.
So you most likely had stairs in a different position, that's why it did not work for you.
After the point where the level doesn't bring nothing new, it shoul expand the area in 1 in game metter for each level.
Im building upwarda but there are some structures that are impossible to accommodate like the expedition cave.
And the summoning altar.... that must be allowed to be built outside the base, that ♥♥♥♥ is brutal
I have my expedition on a similar structure of the one i linked here, and it is at the top of it, 4th floor.
So no, it can go up and it works up there.

Summoning altar, i totally agree. you need a dedicated base only for that. Specially because it will destroy everything around it so you don't want it on your work bases.
So as long as they aren't a transporter, you're good
It also will stop trying to pull from the chests on the lower levels if you want to keep building. But you can still force pals to work up there by assigning them to whatever stations you put up there. You can tell you are getting close because at some point there will be a line halfway through yourself and everything on that floor. That's basically your limit to have it all work perfectly as intended. If you keep building taller after that, weird things can happen.
Seems we getting different experience, for me they really go up and work up to 5 floors, no issue at all. But i believe you saying it does not for you, i'm pretty sure the positioning of stairs and the amount of space you leave for them on the new floor to run around the corner, makes the difference.
As rule i always leave much more space that it looks to be needed, just to be on the safe side and so far it paid off .
I also have to say that i never raise the pal limit, my bases run with the standard 14 or 15 pals that is supposed to be used by default settings, and that may also help the pals to not cross paths and be stuck with other pals.
