My hyper shield isn't repairing itself and a lot of non-combat time has gone by. Not even a start. Is this a bug?

Are you referring to item durability or the shield energy healthbar? The former never goes up, you need to spend materials at a whetstone to repair the item.

One of two things happened, your gear is broken and needs to be repaired or a bug happened which you should be able to take care of by removing the shield and then reequipping it.

Using Better shield mod? the "Short delay, slow regen" version is broken and causes exactly your problem. All the other versions work as intended.
