Report a translation problem
Most pals can have most passives within a few generations of breeding if you follow the necessary breeding chains to get them there. The only place this has any real benefit is legendaries, raid pals, and pals like jormun ignis that can't be bred from other pals. Which, while being a problem, isn't really big enough of one to warrant a cover-all exception like this to the rules.
On the other hand, having single-use items that do this be very rare drops from certain content areas (like the oil rigs) could absolutely be a worthwhile idea...
Better to just keep passives as a breeding thing...
So perhaps they are planning on making it possible to change a Pal's Passive skills in the future...
Or maybe they'll figure out themselves that it would be pretty OP as people are saying and just leave it in the database or outright remove it again.
