Tower Boss vs level (and map) opinion
There seems to be both a level and an exploration gap between Rayne Syndicate and Free Pal Alliance's boss towers, it lacks a tower boss between them. To be fair, the big area having Jormuntide, Anubis, Quivern, Fenglope and other nearby pal bosses should have its own tower boss with its level fitting for the early twenties. This would also add purpose to explore the whole area in question, outside of the Anubis' desert zone being the only one useful and it's for farming purposes.

Rayne Syndicate is 1-15, kiddo. As you can see, at its current state, there is no reason for the lvl10-20 area to exist in the first place, UNLESS you add a tower boss into it.

I feel the gap between Rayne Syndicate and Free Pal Alliance is somewhat intentional. If you try to follow the game's progression you'll end up rather busy with setting up your bases for new work and can start to "over level" if you really fixate on that.

Unironically experienced both extremes. First ended up exploring, then on my second and third runs did the latter, fourth went to a dedicaded server and had to follow the rush straight into endgame (and we got nothing in return for following such mindset), now I'm trying a mix of both exploring and setting up. But both on my first and fifth runs felt that the lvl10-20 area was useless (aside of making a coal base on the Anubis area). And, on my first run, wasted time (like 50+ hours) for nothing when the 2nd tower boss was on the opposite side, and needlessly got overlevel'd when I finally reached there, not to mention that two friends of mine got bored while playing in the lvl10-20 area and quitted the game. This area in specific feels as useless as the starting islets if not worse (since it doesn't have a starting point either unlike them), it indeed bleeds for a motivation to step on it, and a tower boss is the answer for it.
