cant find small pouch

for the record, yes i am using mods. but they are all cosmetic and do not effect game play. but for some reason when i unlocked small pouch from the skill tree list i can not find the option to build it. i check booth the assembly line all the way to the first work bench and it does not show up. is there a step im missing

wasn't it crafted at the pal gear bench instead of the regular workbenches/assembly lines? =D
