20 is max if u change the setting.
Did they change this to the default max? If not they didn't change anything other than increase the max u can put the sliders too

Which means they didn't change anything only increased the setting limit.

Because of the increasing number of mining sites you need fewer and fewer bases, you have two options for ore, you have one for wood, stone, coal, sulfur, and quartz too, so you really only need a base in a single location for oil. Everything else can be added to a base. The new material Chromite can't be farmed in a base in any way shape or form and honestly you're just better off mining hexolite yourself.
So realistically you can get by with a single base.
Now if you want more the triple what you can get by with you have the option to increase it.
Your arguing that just because you have to change a setting makes the fact they increased the limit of that setting as a non-change which makes no logical sense.
You can change your world settings whenever, mid-game.
