Why is this a level 13 unlock?
More importantly why is there nothing that requires power until level 26, why would I build this before I unlock the lamp, you don't get your first production line until level 27 and by that point you have the much more effective Power Generator.

I guess maybe they'll add something later that would make the building make sense but they might as well have waited to add the Human Powered Generator in that case or add something that needs power before level 26

Its early, primary function is free EXP for low level catches or hatched Pals without using a slot in your party.
