you go to your world settings, scroll to drop rates, you can raise them up to 3x as much. If you're hunting legendaries and aren't happy with the low drop rate, then it makes it much easier.
EDIT: Now that I think about it, it doesn't really improve Boss drops either. I still had to farm more than sixty times to get that legendary Single Shot Rifle. '=. =
It does help...you're getting 3x the loot, so while the drop rate itself doesn't change you're getting far more chances to get it
edit: maybe I'm misremembering something, but I'm pretty sure in the past its not tripling the drops, its rolling the table 3x. I did in fact get schimatics much faster/easier with the drops up, but its not like I can prove or have the data to back that up because its RNG and I really just could've been lucky
It triples whatever drops come from the enemies and chests, not the possible item variety from the chest itself. That is a fundamental misunderstanding of how that particular system works.
Let's say you're farming Jetragon for the legendary Rocket Launcher schematic. That's a 3% drop chance. At best, you could get it first shot. At worst, it'd come after maybe 60 or 90 runs. You have the drop multiplier set to 3X. You FINALLY get that sucker to drop on your 55th try, and...: "... Why do I have three legendary Rocket Launcher schematics from one Jetragon cap...?"
That is how it works. It triples the amount of whatever drops from enemies and chests; it doesn't actually do anything to improve the rate of the item itself falling into your lap.
Its because they are not REQUIRED but exist as something to eventually obtain and then feel good.
anything you could do with a legendary BP can be done with an epic BP.
Legendary literally exist for min/maxing.
And, frankly... Getting them for doing that a hundred times would not make me feel good. It would make me feel like an idiot for spending so much time doing it in the first place. :|-
