Report a translation problem
Like the 1st gives 5 slots, the 2nd 10, but you only get +5 because you had the 1st one. So you could skip to the highest one and still get all available slots.
That second bit doesn't make a whole lot of sense to me. Why would the devs bother programming multiple tiers of an item if the end result entirely negates the previous tiers, or rather, is ineffective based on the previous tiers? I.e. Why bother with Small, Medium and Large if they could instead only add Large for the same amount of unlocked slots?
Different levels for different things, with that said though they do seem to be a little too close to each other in level difference.
Normally, to prevent that, they would make it so that you need the Tier I bag to upgrade it to Tier II. I can't really play atm because of a name bug so I can't check on that.
Overall the Tiers for the bags only work if you started to play, and not have lvl 55 or higher, so you can unlock them all in one go.
Apparently the Pouches do not work the same way the food bags do.
Friend of mine skipped the small pouch, made a medium one, and still only gained 3 inventory slots. You do, in fact, have to make each individual pouch to get the full inventory expansion.
However, I can confirm that the new pouches for your main inventory DO stack. Craft all of them. Each grants an extra 3 slots. Just making the largest still only adds another 3.
I haven't checked, though.

Well unfortunately, I can't seem to mark my own post as the answer, so..
The answer - unless they changed it, which I doubt - is that you have to make each individual pouch, and that making multiple smalls, mediums, etc. does *not* stack with themselves. It's just as wasteful as making multiple small feed bags, or any other key item.
