Start over after update ?
Is it advisable to start over, will the experience be better from begining now?
Or less likely to bug because of new update?

I don't think that'd be necessary, unless you really didn't make it far before and want to restart "fresh".

The update adds a new island with new pals, a few pals in the old areas that weren't there before, and some new mechanics, but nothing so game-changing that a restart would be worth it in my opinion,

From what I'm seeing in my game, the progress is more or less the same but with the addition that all the hundreds of pals that you caught along the way could be shoved into expeditions instead of just sell or fuse or [redacted]. The rest of the progression will be almost exact same anyways.

I'm debating doing this. The progression is mostly the same but the addition of bounties along the way, and needing to re-fight the tower bosses to unlock those paths in the expedition building has me thinking with this update it might be worth a fresh start. I'm finding myself backtracking to low level areas for a lot more new stuff than I expected to.

there is new 'mini boss' fights all over the map (where you get the bounties it seems, i only fought one so far)
new technologies and items to build at lower levels..
a few pals had skills changed too, but mostly for the better, like having their work skills upgraded in rank.. so might need to check your bases a little if you don't restart.
new merchants i think? found a black market guy somewhere i don't think he was before.
so it does feel a little different progress, like very little difference.

but maybe the best reason to start over (you have to to try it) is a new random spawn mode, you can start a game with pal spawns randomized... i strongly suggest the option to "randomize by region" i did a fully random and died almost instantly with level 40+ and even 50+ alphas being the first things i saw, and most were aggressive too.
with random by region, there is some 20+ but much easier to avoid.
the randomizer is the one thing you can NOT change in options after starting though, so needs to be a new save.
