it's possible to block the update and keep playing the game.
Got to
Right click on Skyrim in Steam, Browse local files, at the top in Windows Explorer click on the Steamapps folder, Find "appmanifest_489830.acf", Right Click, Properties, Set to read only. BAM, No more updates. If you want to update then just do all that again and uncheck Read Only.

I tried setting "appmanifest_1623730.acf" to read-only (this was used by Skyrim SE players to block unwanted updates when they launched the game. They couldn't launch through steam but SKSE made that irrelevant because of its own launcher) and it works, but you'll need to create a shortcut to Palworld-Win64-shipping.exe, and I think the login at startup breaks, but the game appears to be fully playable in singleplayer at least)
