Raid boss/special pals in randomizer?

Does randomizer mode spawn wild versions of things like elphidran aqua, blazamut ryu and xenolord?

Doubtful. Those last two are special Raid Bosses.
The randomizer generally takes current Alpha Pals and moves (shuffles) them around.

So far I've never seen any legendaries, raid exclusives, or breed-only pals in the wild, Alphas are shuffled based on location (IE, portal bosses will only be behind portals, and overworld to overworld) and the Legendaries themselves are not randomized at all.
