I use the default folder so I just login and install and it works fine for me.

Already tried, but tried that again. Message "ERROR! Failed to install app '2394010' (No subscription)" keeps popping up. Also tried line by line
steamcmd -> force_dir -> login anon -> app_update
steamcmd -> login anon -> force_dir -> app_update
steamcmd -> login anon -> app_update
Neither of those worked, sadly.
Which system are you on and which steamcmd version do you use?
I use a win server 2022 core standard and Steamcmd patched to version 1726605427.
I wonder if it's related to you using Windows Server or something specific about that machine (I know it makes no sense but...).
Have you tried to install the server on a normal Windows 10/11 installation? I feel like it could be security related or something else like that but I can't say for certain, I haven't touched Win Server since 2012.

It is related to Windows Server for sure.
I've tried a Linux server a few days ago, and that one seems to be working fine. I need a Windows server because of a number of mods, however (UE4SS doesn't seem to support Linux).
Seems like the developers forgot to mark the Windows server as free of charge / not tied to a purchase?

On my part, it is a normal installation. Well, LTSB (as opposed to consumer/edge), but still a "normal" Windows 10, and not Windows Server.
The error "no subscription" pretty clearly indicates a problem with the distribution settings, in my opinion. It's basically Steam telling me that I (or rather: the anonymous account) don't/doesn't have a license to install that thing.
