Family sharing
I bought Palworld to play with my boys on family sharing, but only one of us can play it at a time. The game is not set to private.
What do we need to do to all play at the same time?

Family sharing doesn't give everyone in your family a unique copy of the game, instead, it allows your family to share a single copy of the game. This means you can 'share' the game between people and one person can play at a time. To have everyone play their own individual copy at the same time, you'd have to purchase one copy per 'x' number of people playing. Family sharing isn't a way to suddenly duplicate your number of licenses to a game.

Buy a game for everyone, you want to play with. Family share only allow to run one game at same time, not allow to run dozens of game.
