PVP: How to enable palbox destruction or structure damage?

It seems like everything outside the palbox zone can be destroyed, but when a palbox is built everything inside it is invulnerable. How to enable the ini file to make it so damage can be done to the palbox and structures for a hosted pvp server? Or is this a mod that can be downloaded instead? Thanks for reading!
