Should I start over?
Do I need to start a new game when the big update comes? I haven't played this game in a while so I'm anxious to get back into it.

I made a new solo and made a new one with friends and the fun evaporated pretty fast. Most of the new stuff is the highest leveling, which requires a god awful amount of grind to reach and you start to see why you stopped playing along the way.

Map is huge and lifeless/repetitive for most of it and is broken in areas that can get you trapped. Most of the game is nothing to do really with the pals... it's resource grinder 2000.

I'd suggest starting a new one just to relive some of nostalgia, but I wouldn't full throttle it and wait to see what (if anything) interesting comes out with the update. Hopefully it fills out the game all around, but it may and likely will just be a new late game grind fiesta. In which, you might need your old save to not burn out before reaching the point of new stuff.

For the record, you know you can mitigate the grind in the world's settings, right, Vex?

You can crank up experience gain, increase the amount resource nodes give, decrease how long they take to break, reduce egg hatching time, boost Pal defense, boist your attack power, shorten intervals of supply drops, etc...

I actually turned down my exp gain, cause I didn't want to level up too quick.

Fair, but what else does the game offer after that? It's a fun experience but a shallow one if you remove the grind. It goes from a pool of grinding if you don't take shortcuts to ankle water splashing. The only late game thing I really do for fun is change/makes bases.

It's all about balancing how much grind you want.

I did that with resource nodes, I made them break easier, but give a little more resources to compensate.
So, I mine it very quickly, but get roughly the same total of resources, so I save my time, but don't get mire than usual.

If you do want to start over remember how XP works. Building, and manuals give flat XP. Defeating Pals gives XP based on the level differential. Pals in your team similarly gain XP based on the level differential between them, and you. However, the first 12 capture bonus purely scales with your level giving outright crazy XP when compared to everything else.

Get the minimum you need including a Vixy https://palworld.fandom.com/wiki/Vixy, build your base until you hit a soft cap for XP + what you currently can do at base, hunt for more pals including more Vixys for condensing, repeat step 2&3.

highly likely the new content is high lvl/endgame content

I'm not new to the game. I just don't want to start over when the update comes.
Some games I have played has to have a new start because of the updates, I just want to know if this game is one of them.

So far, no update has ever required starting over, the massive Sakurajima update included.

It is incredibly unlikely that you'd need to start over.
