If Jormuntide+Blazehowl doesnt work then the only option is 2 Jormuntide Ignis im afraid

They just added the Jormuntide Blazehowl combo in the Sakurajima update. Before that, you could not breed for him at all. But honestly, the easiest and fastest way to get one is to go to Mount Obsidian and find an egg. Once you have a flying mount and can get some heat gear you can start flying around looking for a huge dragon egg.

Just be careful and mindful of the lava and the pals and you'll probably have one in a search trip or two. Probably.

I'd also add, you can also bag one on sanctuary #2. It's probably the most common pal to find on sanctuary #2. I don't remember what lvls are out there. Between 40 and 45 I think.

Just head over the wild reserve pal number 2, it's full of jormuntide ignis (level 40) to get without the need to breed it.
