Can't find Dr Brawn...

The last time I saw him was 30+ days ago in my game around the scars of war area. I got the BS -30 surgery result and started shooting at him after. He ran away still alive. I've been trying to find and capture him running from Chillet to small settlement checking the 4 incident spots. I've triggered at least a couple hundred incidents and no Dr. Brawn...

The game has been a buggy mess so I don't know if it's just a fxxing waste of time trying to find a NPC that might not spawn...

It's random chance. You could see a herd of pals "hunting" a single prey, a wandering merchant, or something else, but it's no guarantee which event will trigger. Find a map online that shows where there's a good cluster of possible event spots, and just keep trying.

found him multiple times near 545,192 but i commonly roam there cuz its really near my base
