2 most of the human in the game are legit evil.
the police is purely corup, pirate's, illegal drug dealer's, a "peta" money laddering just as bad as the pirate's and i can go on.
frankly most enemy human would be on death row anyway so... enslavement is more then merciful. it still bad but it is deserve in a way. and they do raid you even if you never provoct them so it's far more justify in a way.
as for the gameplay being intentional it hard to say.
yes the star level work's and the IV do's too. but for some reason there passive like idk vanguard or ferocious doesn't work.
and i know this for a fact do to having a rocket-launcher dude whit ferocious.

If he did that without attacking himself, that would be impressive. but it was probably 99% player 1% human Pals so not so much.
This happened prior to the tower boss patch being "accidentally" implemented. Basically, the guy used tower bosses (who are flagged as human in the game) to carry his playthrough.
But he never attacked in the majority of his playthrough if he didn't absolutely need to (mainly just setting up for the playthrough to be possible in the first place). So, that "99% player" was heavily restricted to set up while actual combat was strictly humans (except for shadowbeak where he had to help). https://www.youtube.com/watch?v=z1OC5am_OFE
It is genuinely impossible - even if you min/max the non-tower boss humans - to "beat" Palworld without tower bosses and tower bosses - who are, yet again - are flagged as humans while not helping as a player (You time out with humans and tower bosses if you don't help). Back then and now.

Keep in mind, you're a human too. So, you are able to help out in an "only humans" challenge. (That's the entire point behind an "only humans" challenge.)
I've since gone on to catch a couple more tower bosses since the patch, using a mod for it.
I don't use them, I just wanted to complete my collection.
