Active Skill Breeding changed?

So before the patch, could've sworn you could influence passed down skills based on what the parents had equipped, but now it seems to completely ignore that and go for every skill the parent has learned

was having an easy time passing down Holy Burst before the patch, but have since been trying to pass Flame Funnel, and it's just not happening, same goes for Holy Burst now, too

This has always been how it worked - it pulls from the total pool of the parents' moves, equipped or not, with equal chances for every move. Your best bet is to get level 1 parents that have the move, and turn exp gain down so they stay level 1 and don't learn anything else.

alright, using two parents from before the patch that already had the skill Holy Burst, at lvl 1, are still not passing it down
