Yes, you can condense a Foxpark to get level 2 kindling, but you can also just tame a pal with level 2 kindling.

OK, I looked this up. This is a new addition from the Sakurajima Update. No idea why it is called a Medal Merchant. It takes dog coin and sells you all kinds of random stuff. Mostly stuff you can get in game, but not always that easily. This merchant doesn't sell any medals though. I guess I never paid any attention to his name, just been thinking of him as the dog coin merchant.
The items in his shop are late-game (unless you're a loot goblin) like the condensation juice and IV potions, so why not? I don't want a giant jormuntide killing my vibes, I want my favorite pals in my base :(
I'm also open to the idea of a suitability removal potion so we can lobotomize all of our pals.
