Anyways theres a mod on Nexus for time intervals of Supply crates/ Meteorites that can be used to take care of this problem anyways unless this update bugs it
So in this case yes it is time based. Keeping in the mind that the default of 180 equates to about 6 real world hours in game still. Give or take a few minutes either way. Meaning that it would seem maxing it to 999 would stop them or make them several days apart at least. Though this would need further testing.
Edit: It should be noted that two of the three always seemed to be loot drops for me and one a meteoroid.
