How to encounter Xenogard?

Is there some kind of way to manipulate the meteor encounters? I probably had around 20 or 30 so far and it has always been Selyne or Xenovader can't be that I am that unlucky.

I had him in winter area meteor.

I got mine at Mount Obsidian, I've heard others got them in the desiccated desert. The supply drop/meteor event is on roughly a 3 hour timer (real world hours, but spent in game). My guess is they land in those areas specifically. Just like Seleine or whatever her name is only lands on the new island.

Just reload your save file right before the event happen,you can reroll supply drop or meteor event.
If it doesnt reroll the event you want,just do it again until you encounter
Xenogard and catch it.
Use this method you have 100% chance to encounter Xenogard and you
dont have to wait 3 hours just to see anther random event.

Well I kinda play on a dedicated server would I need to start and stop the server every time?

I dont play at dedicated server.

If playing solo you can restore your save before the meteor drop / supply chest as described above.

These "drops" as far as I know happen every 3 hours real time
- The oil rig reset is every 3 "in game days"

Though a little unsure of total success most people have the following success with
- Xenovader drop event happening in good consistency near Verdant Brook and in climates with greenery
- Xenogard drop event happening in good consistency in the Dessicated Desert and Astral Mountain regions
- Selyne drop even happening in good consistency on the new Sakurajima Island map near Dancing Sakura Shrine
