An Orserk who can't charge (bug?)

So I have been breeding a few Orserk for oil powering & the 3rd one I made....can't charge if set as base pal.

I have so far made 3 fulled condensed and no issue but this 1 doesn't have the option for charge in assignment stand (and tossing it at power says it doesnt have the skill and does nothing but if i put it in my party it charges it fine)

looking at the picture, thats the third slot over which is not Charging, but Seeding the gardens.
