They're not really bad ideas, just ones that wouldn't work well I believe with Palworld. I get the idea the PIDF is supposed to be the commanding police force in the Palapagos Islands so having a bounty system may not work. I suppose an alternative to making capturing humans more frowned upon would be to have it boost your wanted level, but also do it in a way that makes it a crime only if you're seen. As it stands it's very odd that you're given a wanted level with nobody else around but you and the target. Maybe if they revamp the wanted system this idea could be revisited.
The biggest issue with a player-ran bounty system as I mentioned is the potential for abuse by other players who just want to make life harder for others. You could see guilds dedicated to taking on bounties, essentially becoming hired guns of a sort. Say PvP was only allowed if you accrued a bounty, having one lets bounty hunters attack you and your base. It could be used as a form of extortion like...
"Give me this or money or I'll keep placing bounties on you."
And if you don't do it the guild puts a bounty on you opening you up to having your base wiped out. Or they can just do it anyway and give you a hard time until you quit the server. I'd like to say I'm exaggerating but give players something to potentially exploit and they'll exploit the hell out of it if it means good entertainment for them.
