100% this - I'm so tired of shooting w/crossbow and then waiting 1.08 seconds and then do a dodge roll only to find out my crossbow needs 1.1 seconds to reload 😠

What about when it's a boss battle and catching them isn't a factor? Which one applies it faster?

Bow. You don't, to my knowledge, get an increase in DoT from the quality of the pal/tool used to apply the proc; it scales off the HP of the creature itself. So you might as well go for the fastest possible application vector you can.
