Actually you just have to be on a mount. I was able to explore those islands without a flying mount. Your avatar is the only one that can't touch the ground. Not surprised you were confused OP(of the thread) because I was as well. First time I went to one of the islands, all I did was walk on the island and it appeared then everyone started attacking me.
