It should be. I forgot to load the mod many times and all my buildings were still standing. I only use it when construction is needed. It's a separate mod - (you don't to put it into mod folder or pak folder, just run from desktop) you load either with Cheat Engine - nope or an .exe. I use the exe which is fine, no problems what so ever.
EDIT:
The mod has the following options:
No snapping f6
Overlapping bases f7
Overlapping builidings f8
Water builing f9
Mid air building f10
Building close to palbox f11

you CAN....but you might not like how it turns out, unless you spend awhile aligning everything
and by awhile i mean like hours upon hours cause there's no "move" building item key
