Base level 15 = three bases.
At BASE level 10 you can build TWO
At BASE level 15 you can build THREE

either base level 14/15 and player level needed to unlock them is lvl 27/32
Bad(?) news, depending on what you do with those 3 you may find yourself wanting a 4th.
I'd be okay with two more bases for 5, but depending on just how big the map gets as they update and potential new resources needed for potential future gear upgrades, a dozen may be needed.

I'd like to place bases all over the place, all over the map - not sure why they don't allow it (if bases are too complex and demanding to be seen at once on the screen, just increase how far apart bases have to be, then it is less complex and performance can stay high). Fallout 4 does this
And about 30 pals feels about right. I'd like to have to farm/mine/cut/etc far less and have my little buddies do it! Isn't that the point of the game?
