It was probably something they had before, but decided to take out, so Nintendo, and Gamefreak, would have even less on them to file a lawsuit.
I do hope for future content o bring evolutions though, it would be nice to see one day. Or instead of "Evolving" simply use the Pal Condenser to do such means after "X" amount of a certain Pal are used.
Probably a good call, the game already is getting enough flack for Pals Designs being very close to pokemon designs, Legally not close enough to sue, but still close.
Distinct species is just a more natural system. They also chose for all Pals to hatch from eggs
A lot of people would do better to not use as hard a Pokemon lens of looking at this game.
Now I will rant a little:
In Pokemon my 2 favourites are both unevolved forms. Because the biggest element for Pokemon's popularity was surely the cute Pokemons. Catering to the young including girls. With the general combat theme and later forms not slighting the boys.
Now back to evolutions the choice does exist in Pokemon to have the pokemon resist the evolution, or not use the stone or other mechanism. Generally justifiable with faster learning of stronger moves (I believe there were moves which could only be learnt but resisting the evolution to a certain point) however the attribute growth cost would almost always be too great a cost.
It's always been a choice to use whatever you like best or what's most efficient but unfortunately gamers these days want their cake and to eat it, no consequences at all.
Most people want to be fed the meta, yes. Fortunately the game is not limited to PvP servers.
