what are the chances of a grizzbolt spawning in no.1 sanctuary

ive been there a dozen times and havent seen one. do i have to go at night?

Nope, shouldn't have to go at night (although being there at night can be helpful 'cuz everyone's asleep)
Just run around the entire place like it's a race track, one loop at a time (I used my Nitewing for that until I got Jetragon, lets you scout out the place from above without getting spotted by any PIDF guys). Eventually you should find a Grizzbolt.

This holds true for the other sanctuaries and the rarer Pals they hold, as well.

Big circle like the others have said, Griz is fairly rare though. Just keep doing laps.

Griz took me the longest to catch from that place. Keep at it, one will spawn eventually.

i just breed one instead, much easier
