Yes
Long story short, parents pass their passives to their children, but it's not guaranteed and they can get some other random passives, or even some empty passive slots, but passives from parents are more likely.
Oh you meant same Pal species.
example:
1. one parent has all 4 passives you want while the other has none or four passives you do not want there is a chance that some of the ones you do not want will transfer or random passives get applied.
2. One parent has two of the passives and no other passives, the other parent has the other two passives and no others passives then any children they produce will have a better chance of getting all four of those passives but it is still not guaranteed.
From testing I have done of this theory it does seem to be the case but take that with a pinch of salt as I could be completely wrong or just lucky.
