Yeah.. this is a glitch that people are exploiting.. i already reporting this.. shame on you for letting peeps know how to cheat, original OP doesn't want to cheat that's their entire point.

How many times am I gona clip thru the ground in a boss fight? It's getting old...
What I did was capture two/three Blazmuts which I rotated to capture my first Frostallian. Once I had frost, I improved the stats to max and then just simply set it on Jetragon. Even without staring up Frostallian, it is capable of taking down Jetdragon without your help. I just concentrated on avoiding Jetdragon's attack when its attention was focused on me rather than Frostallian. Given how hard I found getting Frostallian (pre capture rate fix), I wouldn't recommend fighting Jetragon without a legendary pal, given how much faster movement he has than other pals.
If your capture rate is maxed through the effigies, you should only need a handful of legendary spheres to capture Jetragon once his health is down to below 1000 health, the lower the better obviously. Since the capture rate fix I rarely needed more than five legendary spheres to capture jetragon at less than 500 hp (I need over 20 prior to the fix).
The key thing for me fighting Jetragon is making sure you don't get cornered whilst rolling out of the way of his attacks. The area has a lot of places where you can just get stopped mid roll/dodge and thus you getting obliterated by some of jetragon's bigger attacks.
Once you are familiar with his attack rotation, it's fairly simple to avoid his big attacks. He will occasionally charge you to try to use his aoe dark attack on you, here you need to position yourself around a tree so he doesn't actually bull rush you, you can be killed by him just simply crashing into you if your shields are gone and low on health.
Also note, the game has some sort of mechanism where if your level or pal level is significantly lower than what you are fighting, you have a damage reduction modifier. Not sure what the threshold is, but from what I seen I wouldn't recommend attempting to fight a legendary that is four or more levels higher than you unless you want to spend an hour dodging and whittling 1 hp a time off it's massive health pool! I caught frostallian at lvl 47 and it took me so long, that it actually went to sleep when nightfall hit!
