how do you build stairs on the ground after the update
for some reason the stairs doesnt want to attack and the foundation is elevated abit

I believe you press ALT while in the build menu to build stairs downward.

is it a new thing? i dont see it being intentional that its harder to build now than before,

Yeah, using the ALT button appearantly switches between building upward and downward. That's been added in the update. Bit of a weird choice, but that's what the devs chose.
