Have you tried first manually installing the Visual C++ from here:
https://www.techpowerup.com/download/visual-c-redistributable-runtime-package-all-in-one/
It will install all / repair if needed. Then try launching the game.
Could be that something hangs with that automated process.

if possible, run the game as admin (even if your logged in as one.) and see if that changes anything.
run system file checker for windows. always possible something got broken with a windows update. fast way is run CMD as admin, type: sfc /scannow
reboot afterwards whether it found something or not.
lets see...
if your running any overclock software maybe disable that and go back to stock profiles for the time being if none of the above worked. in this regard if all your doing is giving high power limits or voltage you should be fine. but i've seen some games lose their ♥♥♥♥ when clock speeds dont match the stock profile (monster hunter world was notorious for this.)
i'll be in and out of these threads so if none of this works i'll probably pop in with a few more ideas.
If your game was modded at any point in the past, UE4SS is probably still manually installed in your game folder. It isn't removed when you uninstall, and breaks when the game is updated. If that's the case, all you have to do is uninstall or reinstall it.
If you haven't ever modded your game, follow the process listed at the bottom of that post instead.
If that doesn't work, we'll need clarification on what exactly you mean by "it sits there endlessly". Where is "There"?
A black screen?
On the window saying it's installing VC Redistributable?
Or does nothing happen after that window goes away?
Does it let you try to launch it again or is there an unresponsive Palworld program stuck open?
There should be a Palworld logo on the bottom right of the black screen if it launched correctly, indicating it's loading. If you have a blank black screen for more than 20 seconds, it didn't launch correctly and waiting won't help.
1. right click Palworld in you steam list
2. go to manage > Browse local files
3. Delete "installscript.vdf"
4. again right click Palworld in you steam list
5. go to properties
6. Installed files --> Verify Integrity of game files
7. when finished, launch the game
Game should launch without running the script and you may have a black screen for a bit before the game loads.
