My motherboard is incompatible with DDR5 so I got the fastest DDR4 RAM available.

PC Configurations can cause issues for games, at no fault to the hardware. It's entirely the responsibility of a game developer and publisher to ensure that their PC game works on the most common PC Configurations.

And since the game is running perfectly fine on said most common PC Configurations i don't see the problem.
Well i see the problem, your problem.
And it really sucks.
But it's not a "damn this games optimisation is dogwater" - levels of problem, cause if that was the case we wouldn't see most palworld players simply playing the game. The www would be flooded with topics like this.
You are missing your own point here.
Your specs are totally fine, in fact they are really good.
But PC games have the nasty issue that a certain amount of players will be ♥♥♥♥ out of luck, specs be damned. There are always some hardware/software/driver/setting combinations that result in piss poor performance. This holds true for more or less all pc games i have ever played.
Oh, and a couple of topics about bad performance here on steam mean nothing, right now at this very moment there are close to a 100.000 players playing the game on steam alone. How many of those are complaining about bad performance? Very few, but very few out of a pool of MILLIONS of game owners can still amount to a decent number of topics here.
Doesn't change the fact that the game is indeed running fine for the vast majority of players, many of them with worse pc specs than your own.
Oh, and keep in mind:
The game just got a major update, that alone created a whole new batch of technical issues, hence the rather active community right now. A week ago the forum was even tamer.
In short:
You got unlucky.
I know that's not what you wanted to hear, but it's the reality we live in.
The game has some stutter issues mostly due to autosaving every 30 seconds, but otherwise runs just fine at a constant 60 FPS except when a raid is happening or many pals are fighting around the same place
Your problem could be anything. Sometimes it's as simple has being on an older version of Windows or having some settings weirdly configured for the game or Windows itself
If the stuttering I got last month were due to auto-saves, then they severely ♥♥♥♥♥♥ up this game. January / February I had no stuttering from auto-save, starting last month I got this issue. Now the game is unplayable for my friends and myself. I have ONE friend who can play Palworld rn, and he's on Steam Deck running performance mods up the ass, and still gets performance issues.
